The UK and US have announced a important commercial pact that will keep zero levies on UK medicine shipments entering the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has committed to boost expenditure on pharmaceuticals through the National Health Service (NHS). This move secures that import taxes on these vital products will remain at nothing for a timeframe of the next three years.

This deal follows earlier warnings to dramatically increase tariffs on branded pharmaceutical products, with potential rates mentioned reaching 100%.

"This arrangement between the Britain strengthens the worldwide climate for new treatments and establishes long-overdue equity to transatlantic drug exports," an announcement declared.

Trade Impact

Drugs constitute one of the Britain's biggest export categories to the America, which is easily the biggest market for large companies like GSK and AstraZeneca.

Export figures show that in the 12 months to the end of September, the UK exported pharmaceutical products worth billions to the US. This value represented 17.4% of total UK exports in that span.

"This guarantee safeguards jobs, increases capital expenditure and sets the stage for the UK to become a international leader for medical research," a government official commented.

Specific British Pledges

The pact involves several specific pledges from the British government:

  • Higher Cost Ceiling: The UK will increase the price threshold at which it judges new medicines to be unaffordable by a quarter.
  • Higher Drug Budget: There is a aim to increase overall public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Payback Limit: The amount manufacturers must return to the NHS to control costs will be capped at 15%. Last year, refunds were more than twenty percent.

Recent Tensions

The pact takes place against a protracted row between the sector and the British authorities over spending levels and approval rates.

These tensions were intensified by arguments that US consumers were paying several times more for the same drugs than people in the other developed nations.

Recently, several major drug company projects in the UK have been delayed or cancelled, while substantial expansions have been announced toward projects in the United States.

The Science Minister stated that the NHS must invest a greater share on drugs, noting that its expenditure on drugs had declined as a share of its overall budget over the last ten years.
