UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent survey of municipal councils, English councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to manage growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England announced its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to raise local levies next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures require time to achieve both better provisions and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently further found council budgets being strained by the increasing figures of young people and adults needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

According to the most recent deprivation measures (IMD) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the study found.
